UW-Madison Guidance For NIH Administrative Supplements Providing Summer Research Experiences for Students and Science Educators under the American Recovery & Reinvestment Act of 2009 (ARRA)
The NIH is providing a unique opportunity to support summer research experiences for high school and college students, as well as elementary, middle, and secondary school science teachers, and faculty from a non-research intensive institution. Supported through the ARRA, these administrative supplements are available, on an expedited basis, to NIH research grants (See NIH Guide Notice NOT-OD-09-060 <http://grants.nih.gov/grants/guide/notice-files/NOT-OD-09-060.html>). Through these supplements, young people interested in careers as scientists and teachers can get closely involved in top-tier research projects with the broad goal of inspiring students to pursue careers in biomedical research.
Applications are to be submitted in hard copy to your funding Institute/Center (IC) and consist of only a few pages as described in the Guide Notice referenced above. Applications may be submitted throughout this fiscal year and next (ending September 30, 2010 and may cover summer stipends in 2009, 2010 and/or 2011. (Note: Some ICs may have specific deadlines or instructions listed on their own websites.)

Funding Considerations/Limitations:
Please note that the NIH guidelines limit funding for science teachers and faculty to $18,000 in salary plus up to $2,500 in associated fringe benefits costs. Because the academic staff fringe rate is currently 38.50%, the $2,500 allowance may not cover the full costs of fringe and non-federal, flexible funds may need to be identified for a portion of this cost.
In addition, undergraduates recruited through the University's Summer Research Opportunity Programs must be paid at the SROP rate, which exceeds the NIH maximum for student hourlies and supplemental non-federal, flexible funds may need to be identified for these appointments as well.
Implementation Guidance:
The following titles have been determined to be appropriate mechanisms for appointing visitors hired for the summer research experiences. No recruitment or prior approval is required for these appointments.

For all appointments, standard UW salary minimum and maximum rates apply. The limitation of 2 years for visiting appointments will not apply to these positions should you choose to appoint one individual repeatedly in three summers as no single year's appointment will amount to more than 3 months. All appointments should be set as terminal. We ask that you establish a new appointment each year if your visitors do return. Lastly, for appointments entered via IADS, please put "ARRA" in the working title field. If appointments are entered via Paydata, please put "ARRA" in the notes field. For student hourly appointments entered into the Student Appointment Payroll System, please enter "ARRA" in the Additional Job Identifier field. Also be aware that any appointee may not exceed 100% effort on federal funding sources,
and you may need to verify that s/he is not receiving salary support from federal sources through his/her home institution.
