The Senior Officer with ultimate responsibility for export control compliance at UW-Madison is the Chancellor. The Chancellor has designated the Provost as the Key Senior Officer with oversight over the export control compliance program. The key personnel for this program are:
Thomas Demke
Title: Export Control Officer
Principle Responsibilities: preparation and maintenance of campus export control compliance plan; assisting campus units with preparing unit-specific export control compliance plans and technology control plans; outreach and training on export control compliance; export control assessments of specific projects; assistance with preparation of export license applications; tracking and monitoring of export licenses; record-keeping.
Bethany Nelson
Title: Export Control Coordinator
Principle Responsibilities: developing and maintaining a technology control plan and chain of custody plan; outreach and training on export control compliance; export control assessments of specific projects; assistance with preparation of export license applications; assist with export control certifications for visa application; tracking and monitoring export licenses; record-keeping.
Benjamin Griffiths
Title: Senior Legal Counsel
Principle Responsibilities: legal advice and counsel regarding application of export control laws and compliance matters; maintenance of DTRADE and SNAP-R accounts; preparation and submission of export control license applications; coordination of license tracking with Export Control Officer; outreach and training on export control compliance.
Lisa Rutherford
Title: Director, Office of Administrative Legal Services
Principle Responsibilities: chief legal official at UW-Madison and member of University’s executive leadership group that includes the Senior Officer and Key Senior Officer; general oversight of institutional legal affairs including regulatory compliance matters.
In addition to the Key Officer, Key Senior Officer, and Empowered Officials, the following individuals also provide support and resources to the University’s export control compliance function:
William Mellon
Title: Associate Dean for Research Policy
Principle Responsibilities: coordinating export control compliance with other campus regulatory compliance functions; providing resources and support to Export Control Officer.
Jennifer Taylor
Title: Director of International Faculty and Staff Services
Principle Responsibilities: interface with Export Control Compliance Officer for international employee visa-related export control certifications.
